ISLAMABAD, Feb 24: Though the Capital Development Authority (CDA) had offered additional 1.28 acres for the Federal Government College for Women, I-8/3, about one month back, the Ministry of Capital Administration and Development (CAD) seems not interested in getting possession of the land.

As a result, there is the possibility that the plot may be allotted to some other institution, it has been learnt.

It may be noted that the Federal Directorate of Education (FDE) had originally been allotted 6.01 acres for the college but it could only acquire 4.85 acres and constructed the degree college which was inaugurated in 2009.

However, the management of schools, teacher associations and non-governmental organisations kept on raising voice for the allotment of the remaining land to the college. Because of the efforts of the college principal, Federal Government College Teachers Association (FGCTA) and the Pakistan Youth Hostels Association, the CDA in 2012 agreed to transfer the 1.16 acres to the college. On January 21, 2013, the civic agency through a letter offered to the management of the college that there is an additional 0.12 acres adjacent to the land and the college could get it after paying a nominal price of Rs653,400. However, so far no steps have been taken to take over the plot.

An officer in the FDE requesting not to be identified said in 2009 the college was hastily inaugurated by the then federal minister for education. But now there is no one to care about it.

“It is a girls college in a posh sector but caters to the wards of low-paid government employees living in public and private flats in the corners of the sector, slums of I-9, I-10, Margalla Town, Khayaban-i-Sir Syed, Sohan, Khanna Pul, Faizabad, Shamsabad and Pindora,” he said. Prof Tahir Mahmood, the president of the FGCTA, added: “It is no more a matter of ‘go and get it’ for the FDE and CAD. The education department has its own priorities.”

He said the indifferent attitude of the department was the main hurdle in getting the land for the college. If this piece of land was offered to any of the officers of the department at this price, it would have been occupied within no time, he said.

He requested the civil society to help the principal acquire the land for the college. “We do not want the daughters of the nation to come out and collect donations to safeguard the physical infrastructure of their college,” Prof Tahir added.

It may be mentioned that the college has always faced discrimination at the hands of the authorities. In October 2012, the FDE and CAD did not release funds to the college due to which it failed to pay the affiliation fee to the Quaid-i-Azam University. As a result, its students had to be registered with Islamabad Model Postgraduate College for Girls, F-7/2; Islamabad Model Postgraduate College for Girls, G-10/4; Islamabad Model Postgraduate College for Girls (Margalla), F-7/4, and Islamabad Model College for Girls, Humak, for appearing in the graduation exams.

At the end, Agha Afzaal Hussain, the honorary secretary of PYHA, paid the registration fee (Rs380,000) of the college and resolved the issue.

A college teacher told Dawn that the administration of the institution was facing problem like shortage of non-teaching staff, including watchmen, attendants, lab attendants and lab assistants, administrative and accounts officers, lab equipment, library and furniture.

“The college has not been allocated any funds since its establishment in 2009. Even not a single teacher has been appointed. As a result, the college has barrowed 26 teachers from different colleges to teach the 700 students,” she said.

Sohail Jameel, a relative of a student, added: “In 2009, when I heard that a degree college was being inaugurated in sector I-8, I decided to admit the daughter of my sister there. But now we are trying to transfer her to some other college.”

When contacted, acting secretary CAD Abdul Latif Laghari said he was on leave in January and then fell sick due to which he could not look into the issues of the college.

“I will get an update on the matter on Monday and will expedite the case. We should not lose the opportunity of getting the land for the college at such a nominal rate,” he said.
